不是的，应该是你的LICPGM没有事先做PREPARE， 看看红皮书吧，上面有介绍

check了系统值，报错依旧，都有哪些方面要prepare能说说吗，红皮书越看越糊涂......

少做了一步
没打License agreement 的补丁,当然不行了.
5.2升5.3必须要做的.

5.2升级5.3的时候有一张专门的补丁盘,那张盘叫Prepare for
install PTFs for V5R1, V5R2, or V5R3,
找到,安装,并在 go licpgm 中接受许可.
